Let E be a subset of Z_p² where p is prime. We show that any mapping f from E to the complex numbers can be expressed as linear combinations of characters orthogonal in L² (E) if and only if E tiles Z_p² by translations. We will also discuss the background and the history of this problem in a variety of settings.
